Pantoja’s endgame thesis also highlights the Digital Asset Market Clarity Act, a proposed U.S. law seeking to formally define the classification of cryptocurrencies. If enacted, this legislation would reduce regulatory uncertainty and allow clearer paths for institutional products tied to XRP, including potential exchange-traded funds (ETFs), which Pantoja claims may already count up to 20 spot XRP ETF filings.

Equally important is Ripple’s application for a New York banking charter, a move that would enable the firm to offer regulated custody and payment services within the U.S. banking system.

Combined with the Federal Reserve’s proposal for “master account” access, direct participation for fintechs in central bank settlements, these steps could establish Ripple as a bridge between digital liquidity and core U.S. financial infrastructure.

Among the technical pieces of the puzzle, Pantoja points to the DNA Protocol, a biometric identity solution built on the XRPL. This initiative ties digital identity verification directly to blockchain-based payments, a key requirement for large-scale compliance in banking and cross-border settlements.

Furthermore, the XRPL’s ISO 20022 compatibility aligns it with the new global messaging standard for financial institutions. This integration allows for seamless data interchange between banks and blockchain systems, setting the stage for automated, compliant, real-time settlement of tokenized assets.
